Carter: Stop Favoring Fatah over Hamas
The United States, Israel and the European Union must end their policy of favoring Fatah over Hamas, or they will doom the Palestinian people to deepening conflict between the rival movements, former US President Jimmy Carter said Tuesday.
Carter, a Nobel Peace Prize laureate who was addressing a conference of Irish human rights officials, said the Bush administration’s refusal to accept the 2006 election victory of Hamas was “criminal.”
Carter said Hamas, besides winning a fair and democratic mandate that should have entitled it to lead the Palestinian government, had proven itself to be far more organized in its political and military showdowns with the Fatah movement of Palestinian Authority Chairman Mahmoud Abbas.
Hamas fighters routed Fatah in their violent takeover of the Gaza Strip last week. The split prompted Abbas to dissolve the power-sharing government with his rivals in Hamas and set up a Fatah-led administration to govern the West Bank.
Carter said the American-Israeli-European consensus to reopen direct aid to the new government in the West Bank, but to deny the same to the Hamas-controlled Gaza Strip, represented an “effort to divide Palestinians into two peoples.”
While seeking to boycott the Hamas leadership because of its refusal to renounce violence and recognize Israel, Europe and the US have continued to send humanitarian aid to Gaza through the United Nations and other organizations.
During his speech to Ireland’s eighth annual Forum on Human Rights, the 83-year-old former president said monitors from his Carter Center observed the 2006 election in which Hamas won 42 percent of the popular vote and a majority of parliamentary seats.
Carter said that election was “orderly and fair” and Hamas triumphed, in part, because it was “shrewd in selecting candidates,” whereas a divided, corrupt Fatah ran multiple candidates for single seats.
Far from encouraging Hamas’s move into parliamentary politics, Carter said the US and Israel, with European Union acquiescence, has sought to subvert the outcome by shunning Hamas and helping Abbas to keep the reins of political and military power.
“That action was criminal,” he said in a news conference after his speech.
“The United States and Israel decided to punish all the people in Palestine and did everything they could to deter a compromise between Hamas and Fatah,” he said.
Carter said the United States and others supplied the Fatah-controlled security forces in Gaza with vastly superior weaponry in hopes they would “conquer Hamas in Gaza” – but Hamas this month routed Fatah because of its “superior skills and discipline.”
He said plans to reopen international aid to the West Bank, but clamp down on aid to Gaza, would imprison 1.4 million Gazans. He called for both territories to be treated equally.
“This effort to divide Palestinians into two peoples now is a step in the wrong direction,” he said. “All efforts of the international community should be to reconcile the two, but there’s no effort from the outside to bring the two together.”
Carter was pessimistic this would happen soon.
“I don’t see at this point any possibility that public officials in the United States, or in Israel, or the European Union are going to take action to bring about reconciliation,” he said.

Meanwhile the fact that those elections included an armed Hamas, which has many times firmly and publicly announced its intentions toward Israel, was a HUGE mistake.
In fact I don’t understand it. Egypt, Israel and the PA were all against this but the US forced it.
How can ANY democracy function when it includes an armed “political party” whose philosophy includes violence and a determination to destroy its neighbor, including the opposition, which of course is a “collaborator”?
So Carter has competition in the “stupid” department – unless the mistake was deliberate, which I don’t want to think about.

the west including the us and now israel are in denial. they either don’t understand or refuse to understand that the forces of barbarism are aligned against them, because if they acknowledged that they would have to fight in a global fight for which they have no stomach. so they delude themselves and in the process help the barbarians destroy them.

I live in the Middle East and I believe former president Carter has great insight on what is going on here.
The US and the West can be in denial all they want, but people are tired of their BS. People in the ME are politically savvy, and can see through US hypocrisy.
You can not say you encourage democracy while supporting dictatorships in Egypt, Jordan, the Gulf end elsewhere, and at the same time try to destroy Hamas government; who is a product of the only freely elected parliament in the ME.
People elected Hamas because that’s who they feel represent their ambitions, and that’s their democratic choice. Democracy is not tailored to what the US feels it should be.
The question is, does the US want democracy or not?

last time i looked islamists were not exactly gushing over individual rights or freedom, but rather submission to allah and sharia law (you may wanna check with the christians in gaza on this). doesn’t strike me particularly democratic. and neither does barbaric killing of anybody who disagrees.
have you heard of hitler? he came to power via elections, he was allowed to run and govern and the consequences were not exactly civilized and democratic, if i remember correctly.
politically savy? had they been, they would have produced some democratic alternatives in the arab world, but they produced none. but i know, i know, it’s all the fault of the jews and the US, right?

hypocrisy? it’s naivete and a lack of viable options, not hypocrisy, that is the dominant factor. may as well ask the bonanno or lucchese or gambino families to adopt democracy in order to redress organized crime.
democracy? democracy is essentially a tool, not an end. The end sought consists in viable forms of stability, comity, minimal levels of mutual respect, respect for life, economic vitality within those parameters, etc.

indeed, as per rl, the resolution of the conflict is exactly what the arab leaders do NOT want, because it’s about the only thing they can use as a pretense to legitimacy. if israel disappeared they know exactly what would happen to them (see gaza).
those who pay carter — the gulf states and saudis — feel much better off with israel and hamas/fatah fighting each other, than israel gone. that’s also why they support both hamas and fatah, be they split or together.

if the Arabs living in the palestinian authority zones want to democratically elect a Nazi leadership and Nazi government, that is Hamas, then they have no right to complain if Israel makes war on them. By the way, Hitler himself was democratically elected to parliament in Weimar Germany. His party [the Nazis, national socialists] never got the majority of seats in the Reichstag, but they got about 1/4 of the seats in the last free election in late 1932 [as I recall]. This may have made them the largest party in the Reichstag although obvioiusly not a majority. Hitler was asked by the president Hindenburg [as I recall] to form a govt in January 1933. That started his disastrous rule. So mere electoral democracy does not stop Nazis from taking over.
A democratic party should not merely have majority support but should have democratic principles. The Hamas in its charter states a desire to murder Jews [Article 7]. This article contains the old Muslim fable about the End of Days: The Muslims fight the Jews and kill them. Some Jews hide behind rocks and trees. The rocks and tress cry out: O Muslim, a Jew is hiding behind me. Come kill him. This clearly identifies Hamas as a Nazi party. Actually, the German Nazis were not so frank as is the Hamas in their desire to murder Jews.
If democracy is merely majority rule, then a mob is democratic. But once a party declare genocidal intentions, they ought to be suppressed. They are asking for war.
hamas does not just just say its aim to murder jews, they are DOING it.
there is no democracy under islamism. allah rules, and only the islamists know his mind, so they must be obeyed.
